BACKGROUND  

In March 2013, the State Council approved the “Zhengzhou airport comprehensive experimental area economic development planning”(2013-2025). It is the only one aviation economy leading national district that approved by the State Council. Located at the southwest Zhengzhou, 25 km away from the main city, the district have 415 square km (planning control area about 770 square km). The experimental area is a international aviation logistics center, a modern industrial base led by aviation economy, an important inland portal for trade, a modern aviation city, and the core growth pole of middle China economic zone. The leading industries are aviation logistics industry (featured goods logistics, air express logistics, international logistics, aviation logistics services), high-end manufacture (aviation equipment manufacture and maintenance, electronic information, biological medicine and other), modern service industry (professional exhibition, e-commerce, airlines financial, service outsourcing).

PROJECT IMPLEMENTATION AND OUTCOMES  

To make the district a “world class” logistics city, we analyzed the aviation industry policy and industry admittance for the economic comprehensive experimental area development planning. Based on the analysis of international and domestic economic situation, we predicted the logistics market demand for the experimental area. After deeply analyzing the domestic and oversea typical airport logistics park, we finally designed the function orientation, service operating model and supporting policies. This project has drawn a new blueprint for experimental international logistics city, and accumulated experiences for planning, development and construction of domestic airport logistics.
